Croatia's HEP ODS Finalizes Battery Storage Framework for Investment
HEP ODS, Croatia's national distribution system operator, has finalized the regulatory framework for battery storage investment, with operational guidelines nearly complete. The framework includes three connection models, although congestion management and system service rules are still being developed, which may limit market potential. By 2030, the Balkan region requires €30 billion in electricity grid investments, positioning Croatia to effectively integrate battery storage into its power system.

Three connection models exist: standalone systems requiring a full connection procedure, integration with existing generation facilities like PV plants, and systems for active customers.
However, rules for congestion management and system services are under development, limiting market potential. By 2030, €30 billion is needed for electricity grid investments in the Balkan region, with Croatia positioned to integrate battery storage into its well-connected power system.
