Curitiba Secures €100 Million Loan for Urban Data Center Expansion
Curitiba plans to allocate part of a €100 million loan to enhance its Urban Hypervisor, an AI-driven data platform. This project aims to create a digital twin of the city and establish a dedicated data center by 2028, reflecting a strategic shift towards data-driven urban management.

The Curitiba Municipality is set to vote on a €100 million loan, with funds directed towards the Urban Hypervisor, which utilizes AI for city monitoring and risk anticipation. This initiative will include the development of a digital twin of Curitiba and a dedicated data center, with an investment of approximately $2.2 million for equipment to collect and process municipal data.
The Urban Hypervisor is integral to the Curitiba Resilient Program, which also involves the rehabilitation of the Belém River. The data center is not designed for large-scale AI processing but will serve as a municipal data storage and integration hub, using externally sourced AI services.
Concerns remain regarding data governance and privacy, especially given the integration with the city's growing surveillance infrastructure. The loan vote is scheduled for March 26, with project execution anticipated by 2028.
