Davao City Proposes Ordinance for EV Manufacturers and Battery Recycling Incentives

Davao City Councilor Temujin Ocampo proposed an ordinance aimed at providing targeted incentives for electric vehicle (EV) manufacturers, dealers, operators, and battery recycling facilities. The ordinance seeks to complement the existing Davao Local Incentive Code by offering specific provisions such as a 100% local business tax exemption for EV recycling facilities for the first three years of operation, followed by a 75% reduction in the fourth year, and a 50% reduction in the fifth year.

Additionally, a 50% reduction in real property tax for battery recycling operations is included. The ordinance is intended to enhance the ease of doing business in the city while ensuring proper recycling of EV batteries. As of July 2025, EV registrations in the Philippines reached 29,715 units, with expectations to hit 35,000 by year-end, supported by the Electric Vehicle Industry Development Act (EVIDA Law) which offers various incentives for the EV sector.
