Des Moines County Board Approves New Ordinance for Wind Turbines, Solar, and Battery Facilities
The Des Moines County Board of Supervisors approved a new ordinance governing the location and operation of wind turbines, solar panels, and battery storage facilities with a 2-1 vote. This ordinance replaces a previous version from July 2023 that only addressed commercial wind energy systems.
A moratorium on project applications in the county remains until January 31. AES Wind Energy has established easement agreements for wind turbine development. Public input was largely negative, with concerns about setbacks and noise levels not being fully addressed.
The ordinance allows wind turbine heights up to 650 feet, raising questions about safety compared to regulations in other counties. The board's decisions have been challenged based on the comprehensive plan's relevance, with some residents worried about impacts on local schools and recreational areas. The ordinance includes wildlife mitigation requirements and property assessment rules for wind-related developments.
