Dominion Energy to Launch Virtual Power Plant Pilot in Virginia
Dominion Energy is set to initiate a pilot program for virtual power plants (VPPs) in Virginia, aiming to aggregate up to 450 MW of electricity. This initiative responds to increasing energy demand and proposes compensation for customers who utilize smart devices to support the grid.

Dominion Energy plans to implement a pilot virtual power plant (VPP) program in Virginia, targeting the aggregation of 450 megawatts of electricity by leveraging small, distributed energy resources. The pilot, which could launch later this year pending regulatory approval, includes existing initiatives like Peak Time Rebates and Smart Thermostat Rewards, alongside newer programs involving electric vehicle chargers and on-site battery storage.
Funding may come from a proposed rider fee of approximately 20 cents per month on customer bills. Stakeholders express varying opinions on program structure, with advocates suggesting enhancements for maximizing participation and efficiency. Dominion expects the VPP to complement rather than replace traditional power generation infrastructure, as it evaluates the program's long-term viability through July 2028.
