Doug Stephens to Lead Northwestern Water and Sewer District in Wood County
Doug Stephens, director of Toledo's Department of Public Utilities, is resigning to become president of the Northwestern Water and Sewer District starting March 16. The District serves over 20,000 customers across Wood, Hancock, Henry, and Sandusky counties, managing extensive water infrastructure. His experience in utility management and infrastructure will support reliable water services in Northwestern Ohio.

Doug Stephens is stepping down as Toledo's Director of Public Utilities to assume the role of president at the Northwestern Water and Sewer District, effective March 16. The District provides services to over 20,000 customers in Wood, Hancock, Henry, and Sandusky counties, maintaining over 491 miles of water distribution pipelines, ten water towers, and 4,412 fire hydrants. Stephens has 24 years of experience with Toledo, where he managed infrastructure improvements and utility upgrades, including significant projects like the Raw Water Main replacement and the Bay View Wastewater Treatment Plant.
