EMME Refinery Project Receives Final Regulatory Approval
The EMME project aims to establish a cobalt and nickel conversion plant in Gironde, targeting 25-30% of France's material needs for electric vehicle batteries by 2030. With an investment of 500 million euros and significant public funding, including 150 million euros in tax credits, the project is set to commence operations in 2028.

The Electro Mobility Materials Europe (EMME) project has received favorable approval from the CODERST, advancing towards an environmental authorization. This initiative, classified as a high-risk Seveso facility, aims to process 20,000 tons of nickel and 3,000 tons of cobalt for the electric vehicle battery sector.
The plant, located between Parempuyre and Blanquefort, will cover 32 hectares and is expected to create 200 direct jobs. The government classifies this project as a national interest initiative, aiming to significantly reduce fossil fuel dependency by 2030. Environmental concerns continue, with opposition regarding its location in a flood zone and potential ecological risks.
