ETB's Failed Data Center Project Led by Saúl Kattan Costs Over $24 Billion
The ETB's Data Center Alma project, led by Saúl Kattan, was proposed to process large data volumes but resulted in significant financial losses. With a total investment of $23.787 billion, including various contracts, the project faced delays and ultimately remained incomplete. Investigations were opened against Kattan, but he continued to hold prominent roles in government, including positions in Ecopetrol and as a digital transformation advisor under President Petro.

The ETB's Data Center Alma project, initiated under Saúl Kattan's presidency in 2012, aimed to create a state-of-the-art data processing facility in Bogotá but has resulted in over $24 billion in total losses. The ETB approved a $7.944 billion contract in 2015 for the project, which was expected to meet Tier 3 certification standards.
However, construction faced delays due to a lack of necessary permits, and by early 2016, significant funds had been spent without any progress on the site. Investigations into Kattan's management have occurred, but he continued to serve in high-level government roles, including positions at Ecopetrol and Internexa.
