EU Hybridisation Could Unlock 25GW of Renewable Capacity Without New Grids
Ember's report indicates that hybridising existing hydropower facilities in seven EU countries could add 25GW of solar and wind capacity, addressing significant grid constraints. This strategy would enable renewable energy deployment without the need for new grid infrastructure, essential as the region anticipates a 120GW gap in grid capacity by 2030.

Ember's analysis reveals that 25GW of wind and solar capacity can be achieved through hybridisation of hydropower facilities in Austria, Bulgaria, France, Italy, Portugal, Romania, and Spain. This represents 18% of the expected renewable deployment in these countries from 2026 to 2030.
Hybrid projects could enhance grid utilisation, as hydropower plants often operate below capacity; for instance, average capacity factors could rise significantly with the addition of solar or wind. While Spain and Portugal have supportive regulatory frameworks, many EU countries still lack adequate regulations for hybrid projects. Streamlining permitting and establishing clear national legislation for hybridisation are crucial for accelerating renewable energy deployment and mitigating grid bottlenecks, especially as Europe faces increasing demands on electricity networks.
