FCC Proposes Rulemaking to Revise UMFUS Spectrum Sharing for Satellite Services
The FCC has initiated a Notice of Proposed Rulemaking (NPRM) to revise spectrum sharing rules under the Upper Microwave Flexible Use Spectrum (UMFUS) framework in response to the growing demand from the commercial space economy. The proposed changes aim to enhance spectrum efficiency and streamline application processes for various millimeter wave bands, addressing barriers to next-gen satellite deployment and managing increasing license demand. Comments are being sought on measures such as reducing technical requirements and implementing de minimis exceptions to expedite the process.

The FCC has recognized that the rapid growth of the commercial space economy has led to a demand for spectrum that exceeds previous expectations under the Upper Microwave Flexible Use Spectrum (UMFUS) framework. The lack of millimeter wave band adoption by terrestrial services has rendered UMFUS a barrier to efficient spectrum use and next-gen satellite deployment.
In response, the FCC adopted a Notice of Proposed Rulemaking (NPRM) to review sharing rules for the 24 GHz, 28 GHz, upper 37 GHz, 39 GHz, 47 GHz, and 50 GHz bands. The NPRM seeks comments on proposals to enhance spectrum use and manage increasing license demand, including streamlining application processes. Proposed changes aim to reduce delays associated with the current requirements, potentially implementing certifications, limiting technical showings, and adopting de minimis exceptions.
