Energy Fiji Limited (EFL) published a tender on December 29, 2025, for a $2 billion renewable energy and grid modernization program to be implemented from 2026 to 2029. The project aims for Fiji to achieve approximately 90% renewable electricity by 2035, comprising four main elements: expansion of renewable generation, grid modernization, energy storage integration, and two new hydroelectric developments.

Despite its scale, there has been no parliamentary debate or public consultation. The program's ambitious target has been criticized for being out of touch with global energy policies, as few countries achieve over 90% renewable electricity. The timing of the program is questioned, given current low oil prices and evolving technologies, with concerns about potential cost overruns and the financial burden on Fiji's population, where many live below the poverty line.
