Finland to Conduct First Offshore Wind Auction in 2026
Finland's Energy Authority plans to launch an offshore wind auction in 2026, contingent on regulatory developments. This first tender is expected to enhance the country's offshore wind sector within its exclusive economic zone (EEZ).

Finland's Energy Authority (Energiavirasto) is set to organize its inaugural offshore wind auction in 2026, pending finalization of regulatory frameworks. The procurement notice is anticipated to be published in summer 2026, following the establishment of legally binding wind energy areas by the government.
An environmental impact assessment has assessed four potential offshore sites, with a decision on auction areas expected in spring. The auction will be governed by the Act on Offshore Wind Power in the EEZ, with selection criteria based on exploitation fees and qualitative metrics. This structured approach aims to align Finland with established offshore wind markets and could catalyze significant investment in the sector.
