France Considers Data Centers as Major National Interest Projects Amid Environmental Concerns
France is designating data centers as projects of major national interest, allowing operators to benefit from favorable establishment conditions amid rising environmental concerns. The trend towards larger facilities is exemplified by NVIDIA's Campus IA project, which aims for a capacity of one gigawatt in Fouju, raising issues of land speculation and resource reservation. This move comes as U.S. companies like Equinix and Amazon significantly expand their presence in the French data center market.

In France, the average data center operates at 7.5 megawatts, while hyperscale data centers range from 100 to 200 megawatts. The Campus IA project, initiated by NVIDIA, MGX, Mistral AI, and Bpifrance, aims for a capacity of one gigawatt (1,000 MW) in Fouju, exemplifying the trend towards larger facilities.
This growing scale raises concerns about land speculation and resource reservation within the sector. Concurrently, a recent parliamentary amendment classifies data centers as projects of major national interest (PINM), which allows operators regardless of nationality to benefit from favorable conditions for establishment in France. This decision follows significant U.S. presence in the French data center market through companies like Equinix, Digital Realty, Amazon, and Microsoft.
