France's Solar Sector Faces Challenges Amid New Energy Programming
The French government's updated energy roadmap sets solar capacity targets lower than industry expectations, prompting concerns among stakeholders. This shift may impact investment and growth in the sector as companies adjust to new limits on project development and installation.

The French government has established a solar capacity target of 48 GW by 2030, down from the 54-60 GW anticipated by industry professionals. Currently, 31 GW of photovoltaic capacity is installed, with ambitions for 55-80 GW by 2035, contrasting with the 75-100 GW that had been hoped for.
Smaller firms in the sector have reported a 70% drop in residential solar installations since March 2025 due to reduced electricity resale tariffs. Challenges include a simplified tendering process hindering larger projects.
Investment in gigafactories is ongoing, with Holosolis and Carbon aiming to produce a combined 10 GW annually. The market may shift further towards self-consumption as firms adapt their business models, while significant regulatory dependencies remain.
