GCMD Report Confirms Feasibility of Ammonia Transfers in Singapore's Port Waters
The Global Centre for Maritime Decarbonisation (GCMD) has confirmed that ammonia transfers between handysize liquid ammonia carriers are feasible in Singapore's port waters, provided appropriate safety measures are implemented. The assessment outlined specific exclusion zones and identified various risks, with a recommendation to avoid simultaneous operations during the initial pilot phase to ensure safe practices.

The Global Centre for Maritime Decarbonisation (GCMD) assessed ammonia transfers between handysize liquid ammonia carriers at Raffles Reserve Anchorage, concluding that such transfers are technically and operationally feasible in Singapore's port waters with appropriate safeguards. Safety assessments established exclusion zones, with a conservative radius of 547m, reduced to 312m in favorable weather.
Risk evaluations identified zero high-level risks, eleven medium-level risks deemed tolerable if mitigated, and twelve low-level risks considered broadly acceptable. Risks primarily pertain to navigational challenges, mooring failures, and personnel transfer activities. The report advises against simultaneous operations during the initial pilot phase, emphasizing the need for safe demonstration of operations like fueling alongside cargo handling.
