Germany's BWO Proposes Rapid Retendering for Offshore Wind Leases
Germany's Offshore Wind Energy Association (BWO) advocates for a legal framework to facilitate the swift return and retendering of offshore wind lease sites. This initiative aims to minimize delays in project development and safeguard the country’s offshore wind energy targets amid concerns of blocked capacity.

The BWO has called for a regulated mechanism allowing developers to voluntarily return offshore wind lease areas and for these to be rapidly retendered. This proposal follows indications that TotalEnergies may surrender leases in the North Sea and Baltic due to a lack of final investment decisions.
The suggested framework would enable developers to return leases within four weeks of the new regulations taking effect. From 2023 to 2025, 14 offshore sites with a total capacity of 17.8 GW were awarded, with about 16 GW potentially affected by the proposed measures. The BWO estimates that these projects represent an investment risk of approximately €50 billion, highlighting the necessity for immediate government action to mitigate supply chain disruptions and support the energy transition in Germany.
