Governor Michelle Lujan Grisham vetoed House Bill 153, which aimed to create an incentives program for lower-carbon construction materials, citing 'prescriptive and inflexible' requirements. The bill intended to increase supply and demand for materials like low-carbon cement and steel, and included tax rebates for buyers and manufacturers.
Despite the veto, Lujan Grisham plans to administratively implement key provisions and urged the Legislature to reconsider the bill next year. A $25 million appropriation for the initiative remains in the state budget.
