Concerns were raised by WBS Coating, the second lowest bidder at $876,817, regarding the compliance of the lowest bid from Mandros Painting with the Keep Jobs in Colorado Act, which mandates that 80% of job employees be Colorado residents.
The council's procurement policy does not favor local preferences, limiting considerations for local economic impact. A unanimous vote to table the decision allows for further research into these issues. Separately, a $4.3 million contract for phase one of a materials recovery facility was awarded to KR Construction Group, the sole bidder, with equipment anticipated to arrive on August 3.
