Henan Exempts Hydrogen Fuel Cell Trucks from Toll Fees; Shanghai Launches Incentive Fund for Fuel Cell Vehicles
Henan Province will exempt hydrogen fuel cell trucks from toll fees from January 1, 2026, to December 31, 2027, continuing its previous 'hydrogen highway' initiative. Meanwhile, Shanghai has launched an incentive fund for fuel cell vehicles, offering financial support for qualifying trucks and commuter buses that travel over 20,000 kilometers annually, with funding sourced from municipal and district rewards.

Henan Province has announced that from January 1, 2026, to December 31, 2027, hydrogen fuel cell trucks traveling on toll roads will be exempt from toll fees. This policy extends the previous 'hydrogen highway' toll-free initiative introduced in 2025.
Additionally, the Shanghai Municipal Commission of Economy and Informatization has initiated an application process for operational incentive funds for fuel cell vehicle demonstrations. Eligible fuel cell trucks and commercial commuter buses that have traveled over 20,000 kilometers annually can receive incentives for up to three years.
Trucks weighing 12-31 tons will earn 5,000 yuan annually, while those over 31 tons will receive 20,000 yuan. Commuter buses will gain 10,000 yuan annually. Funding will be sourced from municipal and district reward funds at a 1:1 ratio, with assessment periods established from August 2021 to December 2025.
