Hendricks County Commissioners Call for Changes to Citizens Energy Group's LEAP Water Pipeline Plans

Hendricks County Commissioners are addressing concerns regarding the LEAP Lebanon water project, led by Citizens Energy Group. During the Dec. 9 meeting, Commissioner Dennis Dawes highlighted issues raised by residents in northeastern Hendricks County, particularly in Brown Township, where a 40-inch water pipeline is planned to support the 9,000-acre LEAP district.

Construction, costing approximately $560 million, is set to commence early next year, aiming to deliver up to 25 million gallons of water per day by 2031, in response to industrial demands from major projects like Eli Lilly's $13.5 billion complex and a proposed $4.8 billion Meta data center. Citizens Energy is negotiating easements with landowners but has denied requests for connections to the new line.

The company may utilize eminent domain if agreements are not reached, raising concerns among residents. The commissioners plan to formally express their concerns to Citizens Energy and local legislators.
