Henrico County Board Rejects Centra Logistics' Vested Rights Appeal for Data Center Development
Henrico County's Board of Zoning Appeals denied Centra Logistics' appeal regarding vested rights for a data center on a 200-acre site. The developer argued that prior assurances from county officials justified their claim, while the county maintained that the zoning rules had changed, requiring a provisional-use permit. The decision follows a public hearing with local residents expressing both support and opposition. Centra plans to pursue an alternative project involving warehouses under the existing zoning regulations.

The Henrico County Board of Zoning Appeals denied Centra Logistics' appeal for vested rights to develop data centers on a 200-acre site. Centra contended they received assurances from county officials, while the county argued that changes in zoning rules necessitated a provisional-use permit for data centers.
The board's unanimous decision came after hearing from local residents and county representatives. Centra had not owned the land when it filed the vested rights claim. Following the denial, Centra may proceed with a plan for up to seven warehouses, which are allowed by-right under the site's M-1 Industrial zoning.
