This follows a federal proposal to allow oil drilling along California's coastline. The ordinance aims to protect district property from being used for oil or gas storage and handling. Local governments, including the Humboldt County Board of Supervisors and Arcata's City Council, oppose offshore drilling plans. The ordinance is intended to facilitate future offshore wind projects without impacting existing businesses.

Humboldt County is developing an ordinance to prohibit the use of Humboldt Bay Harbor, Recreation and Conservation District land for offshore oil drilling support, in response to a federal proposal to open California's coastline for oil and gas drilling. The ordinance aims to restrict activities such as storing and handling oil produced by offshore drilling.
Local governments have expressed opposition to the drilling plans. The ordinance also seeks to support the development of an offshore wind marine terminal without affecting existing businesses, such as shipyards. The meeting resulted in a unanimous continuation of the ordinance to a future date.
