Hydro-Québec's $200 Billion Wind Power Initiative Under Action 2035

Hydro-Québec has initiated a $200 billion plan under Action 2035 to develop 10 GW of wind capacity by 2035. This expansion is crucial as the utility faces declining hydroelectric reserves and increasing power demand projected to surge by 150-200 TWh by mid-century.

The previous power surplus of over 100 TWh has diminished to 86 TWh, necessitating a shift towards wind energy to ensure electricity reliability. The utility aims to triple its spending from $3 billion to $9 billion by 2026, with $30 billion allocated for wind farm development.

Hydro-Québec has launched its largest wind power tender, targeting 3 GW of new capacity by 2038, while emphasizing community involvement and partnerships, especially with First Nations. The utility's strategy includes building smaller wind farms and enhancing transmission infrastructure, which is essential given the lengthy construction times for both wind farms and transmission lines. This approach also recognizes the need for a diversified supply chain and local economic benefits, with a commitment to keep 50% of development benefits local.
