Illinois Communities Oppose Proposed Data Centers Amid Environmental and Utility Concerns
Opposition to proposed data centers in Illinois is growing, with concerns over excessive electricity and water consumption, rising utility bills, and environmental impacts. Illinois Attorney General Kwame Raoul has questioned whether Commonwealth Edison can meet the increased demand from these facilities.
The Attorney General's office filed complaints with the Federal Energy Regulatory Commission, arguing that transmission service agreements with data center developers do not protect existing ratepayers. Significant pushback is seen from local residents and environmental groups against data center expansions in several counties, including a moratorium in Aurora.
Proposed legislation aimed at holding utility and AI companies accountable is being developed, including the Data Center Energy & Water Reporting Act, which requires data centers to report their resource consumption starting in 2026. Illinois continues to offer tax incentives for data centers despite these challenges.
