The Autoridade Reguladora da Concorrência (ARC) reported in December 2025 that the Instituto Nacional de Fomento da Sociedade de Informação (INFOSI) operates as both a regulator and a competitor in the information and communication technology (ICT) market, creating barriers for new entrants. This dual role compromises the neutrality of certification processes for potential market operators and may lead to conflicts of interest.
INFOSI's management of the Government's data center and cloud services further complicates the market, as it competes with companies such as Internet Tecnologias Angola and Mercury, whose operational certification depends on INFOSI. Experts express concerns that this configuration may hinder competitiveness and deter international players from entering the Angolan market.
