Italian Competition Authority Prohibits Meta from Blocking Rival AI Chatbots on WhatsApp
The Italian Competition Authority (AGCM) prohibited Meta from excluding rival AI chatbots from WhatsApp, effective December 24, 2025. The AGCM views Meta's planned policy as an abuse of its dominant market position, as it intended to block access to its Business API for chatbots from OpenAI and others starting January 2026.
Meta plans to appeal the decision, arguing that the Business API was not designed as a distribution platform for AI chatbots. Concurrently, investor skepticism is rising regarding Meta's substantial AI investments, with its stock down approximately 16% from its peak of $790 in August 2025.
Meta secured $27 billion for the Hyperion supercomputer, marking the largest private credit deal in Wall Street history. Analysts express concerns about Meta's ability to monetize excess data center capacity compared to competitors. Additionally, Meta has confirmed significant budget cuts in its Metaverse division, reallocating funds to AI products like the Ray-Ban AI glasses.
