Italy to Invest €25 Billion in Data Centers by 2028, Focus on Milan
Italy is set to invest €25.4 billion in 83 new data center projects from 2026 to 2028, with a significant portion coming from international operators. Milan, which currently holds 68% of the country's IT capacity, aims to exceed 1 GW by 2028 and attract 23% of European investments. The Italian Ministry of Enterprises has outlined a national strategy to enhance foreign investment in this sector.

Italy plans to invest €25.4 billion in 83 new data center projects from 2026 to 2028, with 72% from new international operators. In the 2023-2025 period, €7.1 billion has been invested, only 68% of the €10.5 billion forecast.
Milan holds 68% of Italy's installed IT capacity, targeting over 1 GW by 2028 and attracting 23% of European investments. The Italian Ministry of Enterprises published a national strategy for attracting foreign investment in data centers in November 2025. The European data center market is projected to exceed €110 billion by 2028.
