Jammu and Kashmir's Lower Kalnai Hydroelectric Project Stalled Again with Fresh Tenders Ordered
The 48 MW Lower Kalnai Hydroelectric Project in Doda district, Jammu and Kashmir, remains stalled due to ongoing tendering cycles. Initial contracts were terminated in 2019, and after identifying a lowest bidder, the tendering process has been annulled again by the Board of Directors of the Power Development Corporation. A revision of the Detailed Project Report (DPR) and fresh tenders are now required, further delaying the project initially conceived over a decade ago.

The 48 MW Lower Kalnai Hydroelectric Project in Doda district, Jammu and Kashmir, is in a cycle of tendering and re-tendering, with the Board of Directors of the Power Development Corporation ordering a revision of the Detailed Project Report (DPR) and fresh tenders. Initially awarded to Coastal Projects Pro Limited in September 2013, the project faced delays, leading to the termination of contracts in June 2019.
The lowest bidder recently backed out, prompting the Board to annul the tendering process. The project, expected to be completed by 2022-23, now lacks a clear timeline for restart and completion due to persistent administrative delays.
