Japan Pursues Revival of Shipbuilding Industry Through Public-Private Collaboration
Japan's transport ministry aims to double shipbuilding volume by 2035, backed by a target of one trillion yen investment. The initiative focuses on enhancing productivity and developing skills while addressing industry challenges like rising costs and labor shortages.

Japan's transport ministry has outlined a strategy to revitalize its shipbuilding sector, targeting an investment of one trillion yen by 2035 to double shipbuilding volume from 2024 levels. The plan includes 120 billion yen in the fiscal 2025 supplementary budget to subsidize facility upgrades and automation.
Currently, domestic shipbuilding capacity is at 10 million gross tons while orders reach 12 million gross tons. Rising steel prices and labor shortages pose challenges, with costs approximately 20% higher than in China.
The revitalization efforts include developing skilled personnel and promoting next-generation vessels like ammonia-fueled carriers. Strengthening shipbuilding is critical for Japan's economic security as maritime shipping is vital for trade.
