Keppel Sakra Cogeneration Plant in Singapore to Begin Operations in H1 2026
The Keppel Sakra Cogeneration Plant in Singapore, a 600MW combined-cycle gas turbine facility with an investment of approximately S$750 million, is set to begin operations in the first half of 2026. Developed by Keppel Sakra Cogen and Keppel Energy, the plant aims to significantly reduce CO₂ emissions and will initially operate on natural gas while being capable of using 30% hydrogen. A power purchase agreement with GlobalFoundries will secure 25% of the plant's output.

The Keppel Sakra Cogeneration Plant (KSC Plant) in Singapore is a 600MW combined-cycle gas turbine (CCGT) power facility with an investment of approximately S$750 million ($536.8 million). Developed by Keppel Sakra Cogen and Keppel Energy, the project has a final investment decision made in August 2022, with groundbreaking in July 2023 and operations expected to start in the first half of 2026.
It aims to reduce CO₂ emissions significantly compared to the Singapore average for natural gas generation, avoiding over six million tonnes of CO₂ over its lifetime. The plant will initially use natural gas but is capable of operating with 30% hydrogen.
The installation of a high-efficiency M701 JAC gas turbine was completed in November 2024. A multi-year power purchase agreement with GlobalFoundries will off-take 25% of the plant's power generation capacity. The construction is being handled by a consortium of Jurong Engineering and Mitsubishi Power Asia-Pacific.
