Key Expansion of Chelmsford Army and Navy Project Canceled Amid Cost Increases
The Chelmsford Army and Navy junction project, budgeted at £81 million, has scrapped its planned expansion at Chelmer Valley due to rising costs. The decision allows the remainder of the project, including bus priority lanes and pedestrian improvements, to proceed within budget and on schedule.

The Chelmsford Army and Navy junction transformation project, with a budget of £81 million, has eliminated the planned expansion of the Chelmer Valley Park and Ride due to cost overruns. This expansion was intended to increase parking spaces from 500 to over 1,500, including a rise in electric vehicle spaces from four to 94.
The overall project costs escalated to approximately £96.7 million, leading to a funding gap of £15.9 million. While the Chelmer Valley expansion is scrapped, the Sandon expansion will continue to support growth.
Construction is projected to begin in 2028, with completion expected by 2031, contingent on final funding. The elimination of this element may streamline project execution but highlights the challenges of managing inflation in public infrastructure projects.
