Kyrgyzstan Advances AI Self-Regulation with New Digital Code
Kyrgyzstan's new Digital Code aims to enhance AI development by promoting self-regulation over strict oversight. This initiative seeks to attract investment and foster a local ecosystem, contrasting sharply with neighboring countries' approaches.

Kyrgyzstan's Digital Code, effective since February, introduces a self-regulatory framework for AI, allowing industry-specific organizations to set standards. The country ranks 119th in the Government AI Readiness Index 2025, behind Kazakhstan (58th) and Uzbekistan (62nd).
The AI Code of Ethics developed by AIDA prohibits military AI and facial recognition for identification. Around 40 AI firms exist, focusing on local projects, such as The Cramer Project's AI assistant for the Kyrgyz language.
Additionally, four data centers are planned, with a goal of enhancing data storage capabilities. The country faces challenges in internet connectivity, primarily relying on external providers, impacting the quality of AI development.
