Commonwealth Commercial Real Estate is proposing Legacy Crossings, a walkable mixed-use development at the former Westinghouse Research and Technology Park in Churchill, PA. The project will feature grocery stores, restaurants, a gas station, parkland, a town center, medical offices, and residential units.

Zoning amendments to limit development scope and prevent data centers are being considered, with a public hearing scheduled for May 4. The site has been vacant since the late 1990s, and local leaders anticipate the development will boost the borough's tax base.

Commonwealth has experience in mixed-use projects, previously developing the Waterfront at the former U.S. Steel site.
