Mandatory Recycling Facilities for Shopping Malls in Malaysia
The Malaysian government has mandated that all shopping malls must provide Recycling Facilities (FPS) as a prerequisite for the application and renewal of business premises licenses. This initiative aims to enhance waste management practices and improve the national recycling rate, addressing the approximately 39,000 tonnes of solid waste generated daily in the country.

The Ministry of Housing and Local Government (KPKT) announced that the implementation of mandatory Recycling Facilities (FPS) at shopping malls is to begin this month, following a Cabinet agreement. The initiative will start with engagement phases and awareness programs to encourage voluntary participation, followed by a pilot project in selected local authorities to evaluate effectiveness.
Enforcement will subsequently expand nationwide. This strategic move aims to strengthen solid waste management, facilitate access to recycling, and support a circular economy. The initiative is expected to benefit communities, operators, and local authorities, while also enhancing urban sustainability metrics under the Malaysian Urban Indicators Network (MURNInets). Stakeholders are urged to collaborate for successful execution.
