Mangilao Hospital Project Funding Reallocation Ahead of Deadline
Funding for the Mangilao hospital project is set to be reallocated as the December 31 deadline approaches. $104 million from the American Rescue Plan Act must be expended or redirected by the end of the year to avoid forfeiture of federal funds.

The deadline of December 31, 2026, for the expenditure of $104 million allocated for the Mangilao hospital project necessitates reallocation discussions. Governor Lou Leon Guerrero's funding includes $60 million for the Guam Waterworks Authority (GWA) and $40 million for the Guam Power Authority (GPA).
The GWA is expected to identify eligible projects for the funds, with a focus on utilizing 'off the shelf' projects to meet the approaching deadline. Meanwhile, GWA's wastewater treatment contract will expire in October, prompting a new procurement process for chemicals designed to mitigate sewer system blockages, estimated to exceed $1 million over five years. The reallocation of funds could reduce reliance on local financing, benefiting GWA ratepayers.
