Massachusetts Allocates $70 Million for Salem Offshore Wind Terminal Development
Legislation proposed by the Healey-Driscoll administration aims to redirect $70 million to the Salem offshore wind terminal. This funding will support the first phase of construction, addressing a funding gap for the project.

House Bill 5377, introduced on April 15, seeks to redirect $70 million from an underutilized offshore wind tax incentive to the Massachusetts Clean Energy Center fund for the Salem offshore wind terminal's development. The terminal, located on 42 acres in Salem, will serve as a hub for offshore wind turbine components and is set to become the state's second offshore wind terminal.
Pre-construction commenced in August 2024, with Crowley Wind Services managing subsequent phases. If approved, the funding will enable construction to begin, addressing a lack of applications received under the existing offshore wind tax incentive program.
