Massachusetts Delays Offshore Wind Contract Finalization for Ocean Winds and Iberdrola Projects
Massachusetts has postponed the finalization of offtake contracts for two offshore wind projects, Ocean Winds' 1287MW SouthCoast Wind and Iberdrola's 791MW New England Wind 1, due to uncertainties stemming from federal actions. The developers are now targeting a completion date for negotiations by June 30, 2026, with a filing deadline set for August 31. This delay follows a directive from President Trump to halt all offshore wind projects currently under construction in U.S. waters.

Massachusetts has delayed the finalization of offtake contracts for two offshore wind projects selected in September 2024: Ocean Winds' 1287MW SouthCoast Wind and Iberdrola's 791MW New England Wind 1. The contracts have faced repeated delays due to ongoing uncertainty from federal activities, as noted in a December 30 letter to the Massachusetts Department of Public Utilities from the evaluation team.
The developers now aim to complete negotiations and execute contracts by June 30, 2026, with a filing deadline of August 31. This letter followed President Donald Trump's order to halt all five offshore wind projects currently under construction in US waters.
