Meralco PowerGen Explores Ammonia Co-Firing for 1,200 MW Coal Plant in Quezon

Meralco PowerGen Corp. (MGen) is evaluating ammonia co-firing for a proposed 1,200-megawatt ultra-supercritical coal plant in Quezon province to meet government decarbonization mandates. This project, under Atimonan One Energy Inc., must transition away from coal by 2050 per Department of Energy (DOE) requirements.

The DOE granted an exemption to the national coal ban for this project, contingent on the eventual use of cleaner fuels. MGen president Emmanuel Rubio stated that while pure ammonia firing is not yet viable, advancements in technology are expected by 2050.

Ammonia co-firing is being assessed in markets like Japan to reduce emissions. The plant aims to serve 5 million households, create 6,000 construction jobs, and 300 long-term operational roles. MGen's growth strategy includes a net sellable capacity of 5,068 megawatts from traditional and renewable sources as of July 2025.
