Michigan Proposes Bills to Regulate Local Data Center Management

The Michigan House of Representatives has introduced two bills, HB 5882 and HB 5881, to establish the Data Center Planning and Responsibility Act, regulating local government moratoriums on data centers and cryptocurrency mining. Under the proposed rules, moratoriums must be adopted publicly, lasting up to six months with a single 90-day extension upon justification.
Local governments can charge developers for costs related to project evaluations, while the Michigan Public Service Commission will define large-scale data centers based on energy usage. These measures aim to increase public accountability and ensure comprehensive assessments of proposed projects, potentially impacting local economic growth and infrastructure planning.
