Montenegro's government has adopted a program for green hydrogen development with an action plan for 2026-2028. This program aims to integrate hydrogen into the energy system, focusing on regulatory frameworks, educational programs, and pilot projects.

It identifies key sectors for hydrogen application, particularly in transportation and energy balancing. Montenegro plans to participate in the Adriatic-Ionian Pipeline project to connect to the European hydrogen network, enhancing regional energy security. The program is supported by GIZ and emphasizes the importance of international collaboration to overcome challenges in hydrogen production and infrastructure development.
