New Mexico is negotiating terms for Project Jupiter, a $165 billion Oracle/OpenAI data center. Securing guaranteed AI compute access for local residents and institutions could significantly enhance the state's technological resources and economic competitiveness.

Project Jupiter, planned for Santa Teresa, New Mexico, requires air quality permits and pipeline approvals before proceeding. The facility will utilize closed-loop, non-evaporative cooling, consuming approximately 20,000 gallons of water daily, akin to an office building's usage.
A significant opportunity exists for New Mexico to secure enforceable access to AI compute resources, a move that has not been made by any government to date. Proposed terms could include dollar-denominated API credits indexed to inflation, which would provide sustainable access. The ongoing negotiations present leverage points to integrate compute allocation into community benefit agreements, ensuring local universities and businesses can utilize the AI outputs generated by the data center.
