NSWC IHD Employees Recognized; BILT App Enhances Naval Shipyard Operations
Frank Tse and Scott Bumgarner received top civilian service awards from the Department of the Navy, highlighting their contributions. The new BILT app aims to improve ship maintenance efficiency by providing 3D interactive instructions for mechanics.

On May 12, Frank Tse and Scott Bumgarner from NSWC IHD were awarded the Department of the Navy Meritorious Civilian Service Award and the Navy Civilian Service Achievement Medal, respectively. In a separate initiative, Naval Sea Systems Command, in partnership with BILT Incorporated, is implementing the BILT app to enhance ship maintenance.
This app allows users to access 3D schematics and models, improving work efficiency through manipulable visual tools. Pilot testing is underway at the Norfolk Naval Shipyard, with plans to expand its use.
The initiative includes integrating 3D printed parts to facilitate training alongside the app. The Mobile Workforce Enablement team supports this effort, aiming to enhance training and operational effectiveness.
