Proposal to Raise Parking Fees in Jakarta Aims to Ease Traffic Congestion

Calls to raise parking fees in Jakarta have gained momentum, notably from the Institute for Transportation Development Policy (ITDP), which actively contributes to mobility policy discussions in the city. ITDP posits that effective parking management can significantly influence travel behavior among residents.

However, they caution against a uniform application of this policy across Jakarta. Instead, they advocate for parking management zones to be established first in areas that are well-connected to integrated public transportation systems, known as transit-oriented development areas. This strategic approach would provide residents with adequate alternatives as parking costs rise, potentially curbing dependence on private vehicles and ultimately reducing traffic congestion while enhancing public transport usage.

Despite the growing support for parking fee increases, specifics concerning the proposed rates and implementation mechanisms are still pending further deliberation. Observers, including transportation expert Ki Darmaningtyas from the Institute for Transportation Studies (Instran), assert that higher parking fees are essential for mitigating congestion.

Darmaningtyas, who reviewed relevant studies, suggests that a rate of Rp 30,000 per hour in central areas would be appropriate, a reduction from an earlier proposed Rp 60,000, which was deemed excessive. He emphasizes that such measures have proven effective in countries with advanced traffic management systems, indicating that Jakarta could benefit similarly from well-considered pricing strategies.
