The Redlands City Council approved a contract of $449,236 with R&J Construction LLC for improvements at the Wastewater Treatment Plant, scheduled for completion in 60 working days post-notice to proceed. The project, exempt from environmental review under Section 15304 of the California Environmental Quality Act, will address erosion, enhance access routes, and integrate landscaping to bolster slope stability.
Initial construction bids were opened in August 2025, but the contract was terminated due to contractor non-responsiveness. After refining plans, the project was re-advertised in January 2026, resulting in eight bids, with R&J Construction awarded for offering the lowest responsive bid. This upgrade is crucial for maintaining infrastructure integrity and reducing future maintenance demands.
