Repeated System Failures in Fiscalization Risk Business Operations in Albania

Ongoing failures in Albania's fiscalization system are severely impacting businesses and self-employed professionals, threatening economic activities and exposing them to tax penalties. A maintenance tender, valued at 7.8 million euros and announced in July 2025, was suspended by the KPP due to complaints about document ambiguities and alleged competitive advantages.

Although the suspension was lifted in December 2025, the system remains unmaintained. The Alliance of Free Professionals has raised concerns to the Tax Directorate, AKSHI, and the Ministry of Finance, but tax authorities suggest businesses revert to outdated invoices, dismissing the system's prior work.

Monthly data recovery testing is also mandated, but system failures jeopardize data integrity. The fiscalization system, hosted at the Government Data Center, serves around 125,000 taxpayers and is crucial for uninterrupted operations.
