Republika Srpska's Delayed Hydropower Projects Costing Millions Without Construction Progress
The Republika Srpska government has spent 125 million BAM and borrowed 146 million BAM on hydropower plants on the Bistrica and Janjina rivers that remain unbuilt. Despite projected completion by 2017, only preparatory works have been done. The ownership of the concession company changed hands, resulting in substantial profits for private investors, while the project continues to face delays and financial challenges, with the timeline for completion now extending to potentially 2026.

The Republika Srpska government has been financially committed to hydropower projects on the Bistrica and Janjina rivers since 2006, spending around 125 million BAM and borrowing 146 million BAM without completing construction. Only preparatory works and tunnels have been completed, and one plant began construction.
The concession company, Hidroelektrane Bistrica, was sold, allowing private investors to profit while the projects have stalled. In 2024, the Office of Foreign Assets Control identified the company as a significant source of income for political leaders. The current completion timeline is uncertain, with construction now projected for 2026 amid ongoing environmental and financial issues.
