Sen. Warner Supports Legislation to Address Data Centers' Electricity Cost Impact in Virginia
Sen. Mark Warner (D-Va.) endorses the Power for the People Act to mitigate the rising electricity costs linked to data centers in Virginia. The bill aims to promote accountability for corporations operating data centers and modify rate structures to ensure they cover their infrastructure costs.

The Power for the People Act, co-sponsored by Sen. Mark Warner, seeks to reform how data centers affect electricity prices in Virginia, as prices surged 14.5% over the past year. The legislation mandates that states establish new rate categories for data centers, pushes for a Federal Energy Regulatory Commission rule to ensure data centers contribute to infrastructure upgrades, and promotes the use of renewable energy sources to lessen environmental impacts.
Starting in 2027, Dominion Energy will implement a new rate class for large energy users, including data centers, which will be required to cover a significant portion of demand costs. Failure to address the growing energy needs of data centers may lead to reliability issues for the PJM Interconnection grid, potentially falling below standards by June 2027. The proposed merger of Dominion Energy with NextEra could further reshape the utility landscape.
