The International Hydropower Association has issued a four-point action plan for Spain to enhance its pumped storage capacity, emphasizing the need for urgent measures to prevent rising energy waste and grid instability. Spain's renewable energy sources accounted for 46% of electricity demand in the first half of 2025, with curtailment projected to exceed 3TWh by 2026, impacting approximately 3 million households.
The plan advocates for policy differentiation between storage types, compensation for system services, and updated concession frameworks to improve project viability. Streamlined permitting processes are also recommended to expedite infrastructure delivery. Immediate integration of pumped storage is crucial to avoid long-term economic repercussions.
