Sustainable Concrete Buyers Alliance Launches Low-Carbon Cement Procurement Initiative
The Sustainable Concrete Buyers Alliance (SCoBA) has initiated a request for proposals (RFP) for low-carbon cement, targeting 250,000 tons annually starting in 2027. This initiative aims to streamline procurement processes and reduce emissions in the construction sector by pooling demand from multiple buyers.

The Sustainable Concrete Buyers Alliance (SCoBA) has launched an RFP to secure long-term agreements for up to 250,000 tons of low-carbon cement annually, starting in 2027. This initiative addresses barriers to decarbonization in the construction sector, where cement accounts for a significant share of global emissions.
The procurement is open to global suppliers meeting the Global Cement and Concrete Association's low-carbon standards, encouraging innovative production methods. SCoBA was established in 2025 to aggregate demand and provide confidence to low-carbon producers.
The program also utilizes a book and claim framework, allowing companies to support low-carbon cement production indirectly. This model addresses logistical challenges and enhances access to low-emission materials. Suppliers can submit proposals by June 19, 2026, with additional details available in an upcoming webinar.
