Taiwan's MOEA Unveils Framework Changes for Upcoming Offshore Wind Auction Round 3.3

Taiwan's Ministry of Economic Affairs (MOEA) has announced changes to the contracting framework for offshore wind capacity in Round 3.3 of its zonal development programme. Up to 3.6 GW of capacity is planned for award, with grid connections targeted for 2030-2031 and individual projects capped at 1.0 GW.

Ongoing consultations aim to establish a consensus on the selection mechanism for block development, with a formal announcement expected in Q1 2026. Key changes include reduced local content requirements, a focus on performance-driven scoring, and the integration of ESG factors into the evaluation criteria.

The MOEA will assess developers' financial health and project execution capabilities. Pricing will be anchored on corporate power-purchase agreements, with incentives for early project completion and adherence to ESG standards.
